If you are still writing the grant, we produce a costed estimate for the software budget line. It is free, and it is bounded.

Once funded, the first deliverable is a complete plan for the project with a cost for every milestone. The plan is yours, whoever builds it.

No milestone starts without an agreed fixed price. Before each one, a short discovery confirms the scope with you and produces a requirements document that you own. Then the price is set and does not change.

After delivery, we operate the system under a fixed annual price for a defined scope, for as long as the program needs it.
